Defining a New Role for the United Nations -- Dec. 4, 2003

Those are the tasks I have assigned to a panel of 16 highly respected and experienced people from all parts of the world, which will hold its first meeting this weekend. The panel's chairman is former Prime Minister
Anand Panyarachun
of Thailand, and it includes experts on both security and development issues. Among the members are Brent Scowcroft, a former U.S. national security adviser; Qian Qichen, a former deputy prime minister of China; and Yevgeny Primakov, a former prime minister of Russia.

The panel's role is threefold: to develop a shared analysis of current and future threats to peace and security, to prepare a rigorous assessment of the contribution that collective action can make in meeting these threats, and to recommend the changes needed to make the United Nations a legitimate and effective instrument for a collective response. How, in particular, can the United Nations "take effective collective measures for the prevention and removal of threats to the peace," which is one of its purposes, as defined in Article I of the UN Charter?

Anand Panyarachun--Dec. 1, 2003
As chairman of the group, the secretary general named a Thai former diplomat and businessman, Anand Panyarachun, who twice stepped in as prime minister in a prolonged political crisis in Thailand in the early 1990s.  Anand, a graduate of Cambridge University, is not very well known outside Southeast Asia and has sometimes been critical of the West, especially the United States, where he served as ambassador.  The brutal reality is that if the panel's report, due to appear within 18 months, becomes weighted with old, Cold War "nonaligned" rhetoric that absolves the developing nations of their share of blame, there will not be much serious consideration of it in the United States, where a public discussion of America and the world is long overdue.

The others in the group are Robert Badinter of France, a legal and constitutional expert who has worked with transitional states in Eastern Europe; Joao Clemente Baena Soares of Brazil, a former secretary general of the Organization of American States; Gro Harlem Brundtland, former prime minister of Norway and most recently director general of the World Health Organization; Sir David Hannay, a British diplomat who served in Kabul, Tehran and at the United Nations; Mary Chinery-Hesse, vice-chairman of Ghana's national development planning commission; Gareth Evans, president of the International Crisis Group and former foreign minister of Australia; Enrique Iglesias of Uruguay, president of the Inter-American Development Bank; Amre Moussa of Egypt, secretary general of the Arab League; Lieutenant General Satish Nambiar of India, who led the first U.N. mission in the former Yugoslavia in 1992-93; Sadako Ogata of Japan, former U.N. high commissioner for refugees; Evgenii Primakov, former Russian foreign minister; Qian Qichen, ex-foreign minister of China; Nafis Sadik of Pakistan, former executive director of the U.N. Khalaf Hunaidi, director of the U.N. Development Program's Arab regional bureau, is one of several Arab women in senior positions at the United Nations who could be powerful voices for change in Arab nations and the wider Islamic world, if more leaders would listen. Mervat Tallawy, executive secretary of the Economic and Social Commission for Western Asia, and Thoraya Obaid, executive director of the U.N. Population Fund, are two others who should be getting a wider hearing—not least in Washington—as Westerners cast around for an understanding of contemporary Arab life.

National Security Agency (NSA) for technology that will identify the physical location of any Web surfer.

Patent 6,947,978, granted this week, describes a process based on latency, or time lag between computers exchanging data, of "numerous" known locations on the Internet to build a "network latency topology map" for all users. Identifying the physical location of an individual user, reports CNET News.com, could then be accomplished by measuring how long it takes to connect to an unknown computer from numerous known machines, and using the latency response to display location on a map.

IGF Internet Governance Forum -- Nov. 17, 2005
But a new international Internet Governance Forum (IGF) will be created to follow issues related to internet governance, according to a last-minute deal reached ahead of the opening of the summit on Wednesday (16 November).
ICANN itself is governed by an internationally diverse board of directors overseeing the development of the internet.
Viviane Reding, EU information commissioner, who is leading the commission delegation in Tunis, welcomed the deal saying it would "pave the way for a progressive internationalisation of internet governance."
The new forum is set to hold its first meeting in Athens in the second quarter of 2006.

Currently only 14 per cent of the global population has internet access, compared with 62 percent in the US.
Another problem to be discussed among the 20,000 delegates in the summit is the need to safeguard human rights, and in particular freedom of speech on the internet.

This week, about 200 diplomats, activists and representatives of companies like Hewlett-Packard Co. and Sun Microsystems Inc. met at the United Nations to share ideas on whether the Internet should be governed and, if so, how.
"The world has a common interest in ensuring the security and dependability of this new medium," Annan said.
He met privately Friday with Paul Twomey, the chief executive of ICANN, who would not elaborate on their discussions.
The gathering grew from December's U.N. World Summit on the Information Society in Geneva, where the world's leaders failed to reach consensus on governing the Internet and punted the issue to a task force that is supposed to report to Annan in 2005.

Computer industry officials at the meeting were skeptical of a U.N. role, but they agreed that some kind of international body [ Community of Democracies ?] could be useful in coordinating language issues, security and getting the Internet into developing countries.
Most believed an international body had no right to regulate the content of Web sites, a concern for countries like China and North Korea.

Because ICANN reports to the U.S. Department of Commerce, some countries are nervous that Washington could force the disruption of Internet traffic to entire countries by deleting them from central computers — like ripping out pages of a telephone directory.

While that is technically possible, it would be a disaster for the Internet and ICANN, industry officials say.

Those arguing for UN control advocate using the International Telecommunications Union (the UN agency that is organizing the UN Summit on the Information Society that will meet next month). This was one of the bones of contention discussed last week in Geneva, Switzerland. These discussions were preparatory talks that will frame the agenda of the UN World Summit that will take also take place in Geneva on December 10th, 11th and 12th.

Once the nations allow the UN to exercise a power it does not legally possess to tax the workers of the world, precedent will allow them to steal not only the jobs of the middle class workers of the world, but their accrued wealth as well.

It would result in nationalistic or ideological barriers being placed, like roadblocks, along what has always been a borderless information super highway. It would stifle the free flow of information and the simple exchange of ideas between various peoples in various nations.

The developing nations, who are using the UN Summit on the Information Society as a means to establish a cohesive global policy on information technology beneficial only to them, intend to make sure that whatever treaty or accord is ultimately agreed upon will grant the UN unilateral authority to implement what Americans will view as unacceptable restrictions and censorship over Internet use.

In case you are wondering how UNESCO could possibly be linked to Chicago’s Council of Religious Leaders or to Methodist Bishop Sprague, lets go back to the fifties again. There we see both the roots of religious synthesis ( the blending and blurring of beliefs and convictions through the consensus process) and the hidden partnerships that link church leaders to powerful politicians who carry the “Christian” social and economic agenda into Congress and the White House.

President Bush's call for the U.S. to spend an additional $5 billion on foreign aid over the next three budget years, described by the White House as "the largest three-year increase in history," was labeled a "modest first step" by U.S.-based NGOs at the forum.

Flanked by a banner proclaiming "For the Fair Distribution of Wealth," organizers announced that the NGO "Declaration of Monterrey" also demanded the cancellation of all Third World debt,
a universal minimum wage,
and "progressive taxation systems" within countries. The document is designed to influence the thinking of world leaders and future U.N. conferences.

American NGO representatives at the conference were scheduled to include
former President Jimmy Carter,
Sylvia Mathews of the Bill Gates Foundation and Mary McClymont of InterAction. Foreign NGO representatives came from Iraq, Cuba and Yasser Arafat's Palestinian Authority.

Kofi Annan praised Germany's growing role on the world stage and said more would be asked of the country in the years to come.
The two also discussed expanding the UN building in Bonn to create an international conference center that would host future talks, like the Afghanistan conference last year. Annan signed a contract together with Rau, a representative of Bonn and the premier of Bonn's state, North Rhine Westphalia,
pledging to build a "UN Campus" in the city's old government quarter.
